Database Administrator II (application period closes 3/15/2021)

The South Carolina Commission on Prosecution Coordination (SCCPC) is seeking a full-time Database Administrator to assist with strategic planning and information integration efforts.   This position is intended for a senior level role to provide project management, design assistance, coordination with statewide circuit solicitors’ offices and monitoring for the development of a statewide Prosecution Data Collection System (“Database”); to develop automated procedures for a seamless and secure transmission of information from case management systems operated by each of the circuit solicitor’s offices to the SCCPC’s Database; to manage the implementation and operation of such database; and to coordinate and manage integration of the database with circuit solicitor case management systems.

Responsibilities:
  • Provide leadership in all phases of the development, construction and implementation of the Database, including the identification of data measures to be included, capacity planning, configuration, design, migration and performance monitoring of the Database.
  • Manage database security, including the installation, maintenance, and upgrade of relevant security systems, as well as backup and data recovery.
  • Play a lead role in the development of an overall data architecture that supports the information needs of the SCCPC and the Offices of Solicitor.
  • Play a lead role in the development and design of database and warehouse applications across multiple platforms and computing environments.
  • Work closely with the agency Director of Business Services and Communications to ensure compliance with federal grant directives and all grant-related requirements.
  • Recommend, implement, and oversee policies and procedures, a disaster recovery plan, and an incident response plan for the Database.
  • Provide training and support for Database users and manage the integration of the database with other systems.
  • Serve as the primary liaison with the vendor responsible for development of the Database.

 

Minimum and Additional Requirements
 

  • A bachelor’s degree and at least five years of experience in computer science, information science or a related field and experience in systems development and the maintenance of complex database management systems.  Related experience may qualify in lieu of bachelor’s degree.
  • Database management experience.
  • Programming and/or database development experience a plus.
  • Leadership or project management experience in an information technology environment.

 

Additional Expectations:

  • Ability to adapt technical systems with agency goals and objectives.
  • Ability to prepare and present technical and nontechnical reports in a clear and concise manner.
  • Ability to establish positive relationships and work in consultation with SCCPC staff and with technical and prosecution staff in the Offices of Solicitor on the design, development, implementation, and support of the database.
  • Ability to work efficiently and expeditiously while maintaining diligent records for this grant-funded position.
  • Effective communication and collaboration with consultants, contractors and prosecution case management system vendors involved in the database project.
